How come a BIP hasn’t been assigned for Greg Maxwell’s “Inhibiting a covert attack on the Bitcoin POW function” proposal?

The "Inhibiting a covert attack on the Bitcoin POW function" was submitted to the bitcoin-dev list back in April (https://lists.linuxfoundation.org/pipermail/bitcoin-dev/2017-April/013996.html) and deals with covert ASICBOOST. Furthermore, it seems like there's considerable support for this since this is completely separate from the scaling debate and, once implemented, would prevent any use of covert ASICBOOST.

I've checked the Bitcoin BIP list (https://github.com/bitcoin/bips) but did not see this mentioned there. Is there a reason for it not being included even after two months?
