How much mining power does bitcoin need?

Lets say regulations, energy costs, network changes or any combination of those made mining unprofitable.

Hash power starts declining as would the dificulty until it comes to rest at some point of equilibrium.

How low can that go? With the current transaction traffic what is the minimum mining power needed to keep blocks flowing on time?

Of course that "on time" would only last one dificulty cycle before it goes back up.
