If Segwit activation fails there are no plans on the table to fix the scaling in a good way. BU/EC is an unsound solution, and while extension blocks may be a viable solution in the future, as it stands they are far from ready for adoption. Let's not let this distract us from making sure UASF is bug-free and ready to roll.
