Early users of Bitcoin were happy to make small transactions for no fees or minimal fees.

With the migration of Bitcoin to being a settlement layer, many users have a legitimate need for a way of sending small transactions (and microtransactions) that are not able to be served by Bitcoin (high transaction fees, lack of block space, and belief that those transactions are 'spam')

Lightning Networks might be able to solve this, but they're not operational at the moment.

Until that day comes, what is the official recommendation from Core Developers for users who have the desire to send small amounts of value to another user?
