If you look at Johoe's Mempool Statistics for the last 7 days, you can see that during much of the time transactions with extremely low fees have been processed and the mempool was empty.
I had predicted that this would happen, for example here, last sentence.
The wallets are still recommending high fees, presumably because they burnt their fingers when they calculated too low fees recently. Now they are over-cautious or simply slow to adapt.
I think the wallet makers should add a user choice for a risky, low fee for the benefit of those who need a transaction with a very low fee, for example for dust consolidation. They should attach a warning, saying that such a low fee entails a risk that the transaction is delayed or not accepted.
